Briefing on the common European asylum system (CEAS) [March 2004]

At the European Council summit in Tampere in 1999, European states set themselves a goal to establish a common EU policy on immigration and asylum, including a common European asylum system. This briefing explains and examines the progress made in agreeing the four key pieces of EU law which will make up the first stage of this common system. It outlines the UK's role in negotations on these laws, as well as highlighting their positive aspects and the Refugee Council's concerns.
