Clause 43 - use of vouchers

The briefing focuses on a new provision in the Immigration, Asylum and Nationality Bill that will have severe implications for those failed asylum seekers who the Government agree cannot leave the UK due to illness or instability in their country of origin. Clause 43 of the Bill states that Section 4 support for such people cannot be provided in cash and suggests vouchers as the preferred alternative.

This briefing is a joint response on behalf of the Refugee Council, the Scottish Refugee Council, the Welsh Refugee Council, Refugee Action, Church Action on Poverty, Asylum Rights Campaign and Trades Unions for Refugees who argue that vouchers are degrading and do not meet the needs of those on Section 4 and that the Government should provide cash instead of vouchers.

This briefing is published prior to the House of Commons Consideration of Lords Amendments to the Immigration, Asylum and Nationality Bill (March 2006).
