Refugees: Renewing the Vision. An NGO working paper on improving the asylum system [July 2004]
For the last few years, the public debate about asylum and refugees has rarely risen above the level of hysteria and panic. In recent times, the number of asylum seekers coming to the UK has fallen and the management of our asylum system has undoubtedly improved. At the same time, media attention has begun to focus on other aspects of migration. Given the lull in the usual hysteria surrounding asylum, there is now a small space for a high level, high quality debate. This paper, developed by the Refugee Council in partnership with leading refugee and human rights agencies, attempts to set out a positive, alternative agenda for improving the asylum system in Europe and in so doing provides a starting point for debate. It begins by establishing some key principles and approaches and goes on to indicate how they might be applied. Published in July 2004
