| Published in 2004 This report from the Asylum Rights Campaign (ARC) examines critically the range of policies implemented by the UK government since 1997, such as the denial of support and access to justice, as well as administrative detention. It argues for a radical change of focus from concern with preventing abuse and deterring arrivals to ensuring that protection is provided to those in need of refuge. A comprehensive set of recommendations outline what should underlie an asylum system that is fair to asylum seekers and treats them with humanity and dignity. |
The report follows on from a previous publication - Providing Protection: Towards fair and effective asylum procedures - published in 1997 by JUSTICE and ILPA, together with ARC (Asylum Rights Campaign). The 1997 publication offered positive alternatives for an asylum determination system that would be both fair and workable in the prevailing domestic and international climate. However, that climate has profoundly changed since 1997 and has significantly altered the political context within which the UK determination system works. This 2004 report takes stock of developments in UK asylum policy between 1997 and Winter 2003.
