Asylum accommodation process: Refugee Council proposal for a commmunity-based pilot [May 2002]

The Home Office has stated its intention to pilot four large accommodation centres in the White Paper Secure Borders, Safe Haven: Diversity in Modern Britain. The Refugee Council's proposals on the accommodation process set out how a community-based model might work, following the Home Secretary's agreement at a meeting on 9th April 2002 with a delegation led by Bill Morris, the General Secretary of the Transport and General Workers Union, that such an approach should be piloted alongside the four larger single-site centres. The Refugee Council's proposed model is based on a network on small to medium sized hostels or centres, combined with an integrated individual casework management plan for every individual in the process.
