Impact of Section 4 Support

Inter-agency response to section 4 of the Asylum and Immigration Act 1999 [September 2006]

Section 4 of the Asylum and Immigration Act 1999 allows the provision of support to refused asylum seekers who are destitute and cannot leave the UK, for example because of illness or lack of a safe route of return. This paper describes the implementation of Section 4 support. Intended as a short term measure, this report finds that, for many refused asylum seekers, Section 4 has become the sole means of support, for considerable lengths of time, and is failing to meet their most basic needs. It proposes both immediate and long term measures to alleviate this situation.
