Refugee Council response to the DWP consultation on 'No one written off: reforming welfare to reward responsibility' [October 2008]
The Department for Work and Pensions (DWP) issued a consultation on its Green Paper, No one written off: reforming welfare to reward responsibility. The Refugee Council’s response welcomes a number of proposed initiatives, particularly on tailoring provision around the needs of individual clients and increasing the role of the Community and Voluntary Sector. We are also supportive of the work between DWP and other government departments, including the potential to develop a national system for Accrediting Prior Experiential Learning (APEL) with the Department for Innovation, Universities and Skills. However, our response outlines a number of concerns that the Department needs to address. These include English language provision, training of Job Centre Plus advisers to support refugees and to work in partnership with refugee agencies, lifting current restrictions on work placements in the commercial sector and ensuring that refugees are represented at local and multi area levels.
