Refugee Council response to the UKBA consultation on the conditions of Section 4 ‘hard cases’ support [September 2008]

The Refugee Council has submitted a response to a letter from the UK Border Agency which outlined their proposal to make changes to the eligibility criteria for asylum seekers supported under Section 4 of the Immigration and Asylum Act 1999. Our response focuses on our opposition to the use of vouchers to support asylum seekers, and our concerns about the proposal that Section 4 applicants will need to secure acceptance on a voluntary return programme in order to be eligible for Section 4 support.
